(San Antonio, TX – January 16, 2024) – The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Integrated Critical Staffing Program (ICSP) has awarded 10-year contract with a ceiling value of $23B to the Aspire-LUKE Joint Venture, which Coley is a team member. The ICSP contract is a five-year Multiple Award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five-year option period.

The VHA ICSP aims to provide the best value in health professional temporary clinical and non-clinical staffing services, program management, human capital, and other professional services efforts are crucial to fill critical staffing needs and to fulfill vital program requirements across VA sites of care nationwide.

VA Awards Coley Virtual Safety University Contract

(San Antonio, TX – September 30, 2022) – The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) National Center for Patient Safety (NCPS) has awarded a two-year contract to Coley to support the development of a training platform and course modules that form the foundation of an extended portfolio of course work designed to assist the Patient Safety Professionals (PSP) in their career development.

Coley will help VHA develop asynchronously available courses, learner assessments, and program evaluations that support professional development programs that are essential in increasing employee retention and job satisfaction.

Coley & Associates, Inc. (Coley) today announced that it was awarded FAA’s Electronic Federal Aviation Administration Accelerated and Simplified Tasks Master Ordering Agreement (FAA eFAST).

eFAST is the FAA's preferred contracting vehicle for small business contracts. eFAST streamlines the procurement process for all stakeholders using a web-based acquisition tool and automated workflows compliant with applicable FAA standards. eFAST supports the following contract types: Firm-Fixed Price, Cost Reimbursable, Time and Materials, Labor Hour and others as appropriate.

Coley Awarded BPA for VA EES ADDIE eLearning Course Production

The Department of Veterans Affairs (VA) has awarded Coley & Associates, Inc. the Veterans Healthcare Employee Education System (EES), Analyze, Design, Develop, Implement and Evaluate (ADDIE) eLearning Course Production FSS Multiple-Award Blanket Purchase Agreement (BPA). This five-year BPA has an estimated value of $6.9M.

Coley will produce web-based training courses conforming to SCORM specifications and are compliant with VA Section 508 standards that support VA clinical and non-clinical career fields, including accredited courses for most health care professions such as medical, nursing, pharmacy, social work, physician’s assistants, psychology, and psychiatry.

Coley will use the industry standard ADDIE approach to instructional design and industry best practices to produce engaging and effective Web-Based Training that will be hosted on the VA’s Talent Management System (TMS) and VHA TRAIN system.

VA Renews Coley's Contract to Provide Clinical Online Courses to over 100,000 VHA Healthcare Providers

Coley & Associates, Inc. contract to provide commercial-off-the-shelf, certified, continuing education courses to over 103,000 Veterans Health Administration (VHA) healthcare providers and staff has been renewed for another year.

Coley provides access to over 500 online courses covering multiple clinical disciplines and clinical programs to the VHA workforce. The clinical training will help learners achieve Joint Commission accreditation at their facilities based on The Joint Commission (TJC) national standards. The courses are available to the VHA staff 24/7/365 (anytime, anywhere) through VA’s Talent Management System (TMS).

Coley Selected to Provide Mentoring Services to Defense Logistics Agency Enterprise Wide HR Mentoring Program

Coley was awarded an Enterprise-Wide HR Mentoring Program Contract for the Defense Logistics Agency (DLA). The Defense Logistics Agency is a combat support agency in the United States Department of Defense with more than 26,000 civilian and military personnel throughout the world.

Under the five-year contract, Coley will facilitate a virtual mentoring portal and the coordination of a structured mentoring program designed to enhance employee engagement through both in-residence and virtual training forums to help improve employee personal performance.

According to DLA, this contract is an important part of their initiative to develop employees in a variety of group learning experiences through a formal and situational mentoring partnership.

The HR Solutions Program Office, in conjunction with Army Contracting Command - New Jersey, has awarded its Personnel Lifecycle Support (PLS) suite of Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOCs), capable of supporting a wide range of human resource services requirements across the Army and the DOD through 2028.

HR Services Solutions (HRSS) Joint Venture, was one of eight small business awardees for the HR Solutions Personnel Life Cycle Solutions (PLS) Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The contract has a 5-year base period through 2023 with five 1-year options through 2028, and a total program ceiling of $6.1 billion. The scope of the IDIQ contract is to provide support for enterprise level human resource services for DOD programs and systems, including a wide range of personnel life cycle challenges such as personnel structure, manpower, training and development, compensation, sustainment and wellness, deployment, transition and data administration.

The Veterans Affairs National Cemetery Administration (NCA) awarded Coley & Associates, Inc. a contract to provide intensive workshop sessions and mentoring for the protégés and mentors engaged in the Cemetery Directors Intern program.

The NCA Cemetery Director Intern program is designed to provide a high-quality, high-impact development experience to employees who are competitively selected to participate. Coley Awarded VSE Super-User Instructor Training and Support

Coley and Open Cloud Academy Put San Antonio Veterans on the Path to Cybersecurity Success

Coley & Associates, Inc. has developed a Cybersecurity Learning Track, a 12-week boot camp-style program for the Rackspace Open Cloud Academy® (OCA), to meet the specific needs of employers in San Antonio, which is quickly becoming Cyber City USA. This curriculum expands upon students’ current network security experience and prepares graduates to enter the cybersecurity workforce with the certifications and practical knowledge to be successful.

Coley and OCA collaborated with cybersecurity experts from several local companies, including Rackspace® and USAA, to select, organize and customize a series of industry-aligned cybersecurity courses to develop a coherent boot camp-style curriculum for candidates to successfully take on entry-level cybersecurity positions. Coley and Codeup Partners to Turn Military Veterans into Software Engineers

The Department of Veterans Affairs (VA) Veterans Benefits Administration (VBA) has awarded a contract to Coley & Associates, Inc. and its partner, Codeup, to provide Information Technology training through an accelerated learning program for Veterans and transitioning Servicemembers.

The VA, in alignment with the White House’s Skills and Demand-Driven Training Initiative has identified accelerated learning programs (ALP) as an effective alternative to traditional learning methods for assisting Veterans and Servicemembers transitioning from the military with learning new skills and quickly finding employment in the information technology (IT) market.

With this contract award, the Coley/Codeup team will work with the VA to dramatically accelerate the employment and earning power of Veterans and transitioning Servicemembers. The Coley/Codeup team will provide a Bootcamp-style accelerated learning program for up to 200 students per year with each qualifying student’s tuition fully paid for by the VA.

The Bootcamp has a successful track record of placing 94% of graduates; including many who started the program with no background or experience in software development or engineering IT career fields.

Department of Veterans Affairs Selects Coley to Provide Custom IT Training to the VA Technical Acquisition Center

Coley was selected by the Department of State (DoS) Foreign Service Institute (FSI) to field an eLearning team to support its instructional support mission.

The Department of State’s (DOS) Foreign Service Institute (FSI) is the U.S. Government’s primary training institution for officers and support personnel of the U.S. Foreign Affairs community, preparing American diplomats and other professionals to advance U.S. foreign affairs interests overseas and in the United States (Washington). At the George P. Shultz National Foreign Affairs Training Center (NFATC), the FSI/EX/Instructional Support Division (ISD) supports FSI schools and centers in developing and delivering technology-mediated training including eLearning multimedia courses, products, materials, and related-services.

FSI/EX/ISD works with FSI schools, Department of State bureaus, and other federal agencies to develop custom web-delivered eLearning multimedia courses, products, materials, and related services. This contract will provide innovative eLearning development services for ISD’s eLearning development program.

Coley to Design Innovative Training Solution for the Federal Acquisition Institute

Coley was selected by the Federal Acquisition Institute (FAI) to provide innovative training solutions for the Federal Acquisition Workforce. Coley’s Smart Bursts™ training solution will be delivered to the FAI as “Knowledge Nuggets;” which are short bursts knowledge delivered as animated videos at the employee’s point of need. The Knowledge Nuggets will be hosted on the FAI.gov website video library and FAI YouTube channel.

Today’s workforce is younger and have access to information sources such as Google and YouTube that have changed the way they learn. Smart Bursts are designed to deliver training and education in short, animated video bursts that give the employee exactly what they need to know when they need it. The shorter learning bursts are relevant and more engaging than traditional training and thus organizations benefit because of employees’ greater retention and rapid application of the new knowledge.

Coley was selected by VA Office of Informatics and Analytics (OIA) to execute a comprehensive solution to incorporate the My HealtheVet Personal Health Record (PHR) into the daily delivery of health care and promote its use by Veterans, Service members, their advocates, and caregivers; and VA health care teams and staff.

My HealtheVet is VA’s online personal health record. It was designed for Veterans, active duty Servicemembers, their dependents and caregivers. My HealtheVet helps Veterans partner with their health care teams. It provides them opportunities and tools to make informed decisions and manage their health care.

Coley will work with the My HealtheVet Veterans and Consumers Health Informatics Office (V/CHIO Project Management Office (PMO) to implement a comprehensive strategic and tactically actionable consumer-focused clinical adoption methodology in preparation for the development, implementation and national integration of My HealtheVet services and features.

Preparing for, deploying and adopting a new PHR service that changes how patients and clinicians and other VA staff communicate and share electronic information requires a rigorous approach that is flexible and adaptable so adoption can occur. Coley Selected to Develop Training Materials for the Veterans Affairs Consolidated Patient Account Center (CPAC) Program Management Office

Coley & Associates have a Donation Drive Aimed at Supporting Veterans

At Coley & Associates, we supports charitable causes that positively impact veterans in our community. This past month, Coley team members participated in two donation drives: a towel drive for the local Fisher House and a coat drive for SAMMinistries.

The Fisher House in San Antonio houses 26 military families so they may be close to a loved one, a soldier, who is hospitalization for an unexpected illness, disease, or injury. With 26 families there are many needs, in fact, for face towels alone, the Fischer House uses close to 7,000 a year. Coley team members collected over 200 towels in just 2 weeks and we will continue bringing in more towels throughout the year.

In addition, we support SAMMinistries, an organization that assists our homeless population. According to the VA, Veterans make up between 10 to 14 percent of the U.S. homeless population. In San Antonio, nearly a quarter of the homeless population are Veterans - one of the highest in the country. Coley’s team collected winter coats and clothing and donated them to SAMMinistries which will help keep our homeless Veterans warm throughout the winter.

Saturday night two of Coley's team members dressed up and spent the evening supporting Mary Ellen Londrie, CEO of P3S Corporation, a long-time customer of Coley, in the annual San Antonio Family Endeavors charitable fundraising event: Dancing with the Stars.

Combined with Coley's donation, Ms. Londrie raised over $40,000, in the Dancing with the Stars charitable fundraiser.

VA Re-Verifies Coley's Status as a SDVOSB

Coley is proud to announce that the Department of Veterans Affairs (VA), Center for Veteran Enterprise (CVE) has re-verified our business status as a Service-Disabled, Veteran-Owned, Small Business (SDVOSB).

Re-verification of our SDVOSB status is significant in that it qualifies Coley to remain eligible for contract awards under the VA's Veterans First Contracting Program and continue to serve the VA in its mission to support disabled Veterans.

The new documentation requirements are considerable, including everything from copies of corporate documents, stock ledgers, stock certificates, operating agreements, lease agreements, payroll ledgers, bank signature cards, and cleared checks; to copies of proposals and contracts. As a result of the VA's more rigorous review of companies and their affiliates, the competitive pool of verified SDVOSBs has been substantially reduced to legitimate SDVOSBs.

Coley & Associates is excited to announce we have moved to a new location! Why move? We’ve simply outgrown our current office space. We’ve made due for a couple years, but having experienced unprecedented growth in both sales, and staff so we have built a space from scratch with our Client’s needs in mind.

Mr. Jack Coley, President/CEO - has been invited to speak at the National Veterans Small Business Conference & Expo, being held June 26-29, 2012 in Detroit, MI. The conference is the largest nationwide event of its kind and attracts more than 1,600 attendees and over 500 exhibitors representing all levels of federal, state, and local government agencies, the small business community, large/prime contractors, minority educational institutions, and many more.

Coley Selected to Air Force Medical Services (AFMS) CATS IDIQ

Coley & Associates is proud to announce that they are a member of Team ASM that has received an award by the Air Force Medical Service Commodity Council (AFMS) as one of multiple Consultant, Advisory and Technical Service (CATS) indefinite delivery/indefinite quantity (ID/IQ) awardees. The total contract ceiling, inclusive of a five year ordering period, is $985M.

The AFMS mission is to develop plans, programs and procedures to support worldwide medical service missions in support of the warfighter and their families. Under the CATS contract, Coley will compete to provide the AFMS with a wide range of technical expertise, software development, web development and training services to assist AFMS in maintaining and reengineering its operations globally.

Coley to Create PTSD Training Materials

Coley will develop a range of educational and communication materials to address Post-Traumatic Stress Disorder (PTSD) and Traumatic Brain Injuries under a five-year contract from the Department of Veterans Affairs’ National Center for PTSD as a subcontractor to Education Development Center, Inc. This contract will build on Coley’s work supporting the Department of Veterans Affairs, National Center for PTSD and Employee Education System, which focuses on mental health prevention with veterans, their families and healthcare providers.

Specifically, Coley will work with EDC and the VA to develop face-to-face training, Web-based training courses and materials, informational and instructional videos and other media presentations, interactive toolkits and written materials, and promotional and communications campaigns designed to assist veterans and their families.

Coley Sponsors 2011 Stephen Siller Tunnel to Towers 5K Run/Walk

Stephen Siller was a firefighter in New York. On 9/11/01 he was getting off duty when the first hijacked plane hit the Twin Towers. He immediately turned his car around and drove to the station. The fire trucks had already left, so he grabbed his gear and headed toward the towers himself. Stopped due to road closings at the Brooklyn Battery Tunnel, he hoisted his 60 lbs of gear on his back and literally ran 3 miles from there to the Towers. He was last seen going into the towers and perished with the others when it collapsed. For 10 years his family has been hosting a 5K memorial run in Manhattan to honor his heroic legacy and to raise funds to support our wounded warriors. On this, the 10th Anniversary, San Antonio is hosting a 5K Stephen Siller Tunnel to Towers run starting and finishing at the Alamo. It will be a full morning of remembrance, reflection and patriotic show of thanks to our first responders and military.

The SAFD and SAPD are fully on board and will be running in the event...in fact, the SAFD firefighter to finish the race first with all their gear on wins a trip to the NY race that will take place on 9/25/11.

Coley and Associates (Coley) is pleased to announce the award of an Instructional Support Services Blanket Purchase Agreement (BPA) from the Bureau of Land Management, National Training Center (BLM). This BPA will enable BLM to simplify the ordering process and fulfill repetitive orders with Coley more efficiently.

Under this BPA, Coley will provide instructional system support, computer based training services; will update government owned courses, as well as convert government owned courses to better fit BLM’s needs. Coley and Associates to Develop Veteran Self-Employment Training

As men and women who serve our country return home from deployment, many are finding it nearly impossible to find work. Compounding employment issues are service-related disabilities that make finding traditional employment daunting and unrewarding. Coley and Associates (Coley), in conjunction with Halfaker and Associates, is pleased to announce their partnership with the Department of Veterans Affairs to introduce the Veteran Self-Employment Accelerator (VetSEA), a program designed to assist service-disabled Veterans in becoming self-employed.

VetSEA’s goal is to ease the process of self-employment by providing a program that will not only connect Veterans with real business experts, but also provide automated guides that will simplify the complicated self-employment process. Among other things, Coley will assist in developing VetSEA’s interactive website that will present step-by-step assistance as well as continuous coaching throughout the learning process; allowing for the Veteran to receive training from a variety of resources. The overall goal for the VetSEA program is to enable Veterans to successfully start their own business and become gainfully self-employed.

One of the hallmarks of the program is the ability to offer guidance from successful business owners; many who are service-connected disabled Veterans themselves. Jack Coley, owner and CEO of Coley and Associates; also a service-disabled Veteran, said, “This is a program that will enable our Veterans, people who have sacrificed for our country, to become successful in the self-employment process. It will teach them how to start and run their own business, and how to make it profitable. Offering this kind of service is the least we can do for those who have given up so much for us.”

VetSEA will be an interactive training program that will consist of several phases and access to many external resources. The purpose of the course is to be there through the entire life cycle of the self-employment process; from beginning until end, and beyond.

Coley Selected to Build Tools that Help Veterans Overcome PTSD

Coley and Associates (Coley) is pleased to announce that it has been selected to assist the Department of Veterans Affairs (VA) National Center for Post-Traumatic Stress Disorder (NCPTSD) in developing a comprehensive range of web-based toolkits, courses, and interactive solutions designed to assist mental health professionals, community support, and family members in treating Veterans with Post-Traumatic Stress Disorder (PTSD).

As the need for experiential learning within the military medical community grows, so does the demand for quality programs to provide training for realistic situations. Navy awards Coley SeaPort-e contract

The Navy has awarded Coley and Associates contract # N00178-10-D-5953 under the SeaPort Enhanced acquisition program. The Multiple Award Contract has a four-year base period and enables delivery of solutions under a wide array of technical and engineering services.

According to the Navy, about $5.3 billion in services will be procured per year via orders issued under the program.

Under the SeaPort-e program, Coley will provide services in 19 functional areas, including research and development, system engineering, modeling and simulation, information system development and information assurance. Other areas involve support for analysis, prototyping, technical data, networks, software engineering, test and evaluation, training and logistics.

National Institute for Standards and Technology awards Coley contract

The National Institute of Standards and Technology (NIST) awarded Coley and Associates a contract for the Multimedia Content Creation, Collaboration, and Production Project. The purpose of this project is to assist the NIST with developing a process and technical environment to create and deliver multimedia content supporting Information Technology Laboratory’s (ITL) research projects, standards, protocols, and publications, and provide a collaborative environment to facilitate the exchange of ideas and information.

The project will include an open and transparent process for doing research and sharing findings, a companion workflow, and a delivery mechanism for hosting Internet community RSS feeds, wikis, and blogs which will improve the collaboration of ITL scientists and the Internet community and further improve and extend the scientific research.
